The absence of reliable data on the access to improved drinking water and sanitation services by the poor is the problem being addressed by this research. PROBE is focused on identifying a set of benchmarks for use by water utilities and other stakeholders to understand and improve service provision to the poor. The proposed PROBE II project focuses on improving the framework that UPaRF Standard Proposal Submission Form (Cat II Projects) 6 6 emerged from PROBE (I) and on continuing the dissemination of the research findings to the professional community.
